As per the rules mentioned ...

7(A) Mentions about the e-ticket and partial waitlist ...
(5) - RAC/WL not traveling
(6) - Upto 72 hours after actual arrival of the train (I filed TDR immediately after around one hour of the train arrival)

Not mentioned anywhere, what to do ... in case, if the whole team is not traveling ...
I didn't have the Certificate given by TC as I didn't travel in the train ...

If the seats were allocated to other WL passengers, then I need to get TDR refund after deducting clerkage
IMO, at least the wait listed person's TDR money has to be refunded ...
